That's pretty normal. Don't forget that the gas stations have probably started switching to their winter formulations. Colder weather also means a longer time before the engine is warmed up, and your tire pressure is also lower. It's not unusual to have your fuel economy drop 10% in the winter; more if you do a lot of short trips.
