P0420 and emissions test failed

P0420 and emissions test failed
Hi to all.
Today did not passed periodical servicing
Emissions test failed.
CO should be 0.2, is 0.7.
Sometimes I receive error P0420.
Does it means my catalyst is dead?
Would like to be sure before investing money.
Obtained OBD reader and checked O2 sensors.
Received some data but do not have knowledge to read them.
Maybe somebody here can?

the output of second O2 sensor (voltage) should be pretty steady (around 0.6 volts); on your test it fluctuates almost the same as primary sensor. So looks like catalyst is not doing its job at the time of testing maybe too cold. If your scanner can get catalytic converter temperature post it here (it should be higher than 250 degrees C)

Catalyst temperature is not available in program I have.
Looks that you were right that car was to cold.
After driving for some time graph looks different.
Adding idle print screen.
Moreover, today was at car service, they measured emissions and say that cannot see anything wrong.
Will try to pass periodical servicing again, wish me luck.
P.S. that still leave random P0420 as problem not solved, it appear once in two months.
