2009 base - Rims & Tires for good MPG & Durability?

Hi folks,

I am new to wheel talk and have spent hours, puzzled, on the forums. I appreaciate any insight you could lend.

I have an '09 white base Fit with the 15" stock steel wheels and caps. I am interested in getting decent rims when it is time to replace the tires. I would like rims that do the following:

1. look somewhat nice (I like the TSW Trackstar 4 15X6.5s)
2. allow for good mileage and good tire wear (do 15"s work better than 16"s? etc.)
3. fit tires that are inexpensive and long-lasting? (which tires would those be?)
4. do not interfere with the wheel well -- I look to load the receiver with a heavy bike rack; possibly tow a small teardrop trailer as well)

What sort of rims and tire combinations would work for this? I am not concerned with racing, high-speed cornering, etc. Instead I would like a tire and rim combination that is easy on the pocketbook and the eyes (I know low-profile looks cool, but...). Speculative and approx. costs and MsPG would be ultra helpful too.

Easy on packetbook kills most option.
Get a set of used 2009 16" wheels/tires for around $400.
