how much carshampoo do most people use anyway? people are so damn
cheap they usually dillute their shampoo like 1oz for 3gallons+.

I don't blame the Pacific Northwest for being concerned about pollution from ANY source. But they should just impose a ban on any detergent made with
phosphates. That is the pollutant that is harmful to ground water and causes algae to grow, and it kills off beneficial anaerobic bacteria. Their concern should
not just be with car washing, but should include the the cleaning processes that produce the
most water outflow from houses-- clothes washers and dishwashers and bathtubs and showers. You can find zero-or-reduced phosphate versions of all of these detergents if you look.
