My friend owns night market and he said all the stalls are paid for but for some reason a bunch of the vendors didn't setup shop yet so a chunk of the stalls are just sitting empty right now.

Go next week or the week after and things should really pick up.

Just do what I do and park on Vulcan Way (street behind Home Depot). Free street parking and I've never had trouble finding spots there.
