Accelerate slowly and make sure the tranny shifts before 3K rpms. When you see a red light or stop sign in the distance take your foot off of the gas and coast all the way until you have to brake.
I've driven 90% City before and I've never gotten less than 27mpg. Not all cars are identical, so results will always be different. I'd think that since you're in Texas (the flat state) that you'd be pulling at least 34mpg on average.

Not really...not cars built on Mondays...
It's because all the mechanics get drunk on Sunday and come back on Monday with hangovers. Therefore, cars built on Mondays have a higher probability of breaking down.
Just watch the video on that page, to start with, and the video just now didn't auto start, so if it doesn't work for you either, read the text. Which driver are you closer to, in ways of driving, and be honest?

According to other driver insta-finger-feedback, do you get the finger more often from other drivers as they are passing you, or as you are passing them?
There are different optimal speeds. And if you notice, our EPA estimates are for LIGHT traffic. Not bumper to bumper, 10 minutes to get through an intersection or it taking more than one light to get through an intersection. That's all heavy traffic.
Even simple stuff can knock your mileage way down. When you get in the car, do you immediately start it, and THEN put on your seat belt and fiddle with the radio and fix your hair? You're wasting gas. And lowering your mpg.
When you go to the store, do you wait five minutes for the perfect spot up front, or do you take an available spot in the back 40 and backpack in to the store? If you're waiting for the ideal spot with the car running, you're wasting gas and lowering your mpg.
If there are other people in your area, find out what their mpg is, and see if you can all meet up sometime. And take each other on a drive. Same route. You will probably notice a big difference in driving style, and the people getting the best mileage will be the most reserved.
People getting the worst mileage will notice their passengers screaming in horror, gripping the handles white-knuckled, praying to various gods to save them, or be curled up in a fetal position. Some may even bail out at stop lights, providing the driver actually stops for stop lights.
I've personally been trying to learn to save gas myself, and learn how to drive this new car. They have schools for PERFORMANCE driving, but none for ECONOMY driving. It IS a learned skill.
You wouldn't even have to get in each other's cars, now that I think about it, just have the person who gets the best fuel economy lead everyone on a drive. Follow the leader, economy style!
I forgot to mention something... if you drive in D. Pedal as light as you can and if the RPM meter passes 3, it means you're pedaling too hard. It's one of those gas pedal positions that's hard to find, but I think you'll notice it if you give it a try. This usually happens because the shifting paterns depend on the gas pedals when driving in D. Press the gas half way, and you'll see your RPM meter go to 4K once in awhile.
I get like 27city during normal driving.
When i drive like a grandma and try to get good MPG i can do 32-33city.
Highway i can get 37-40mpg pretty easily. It just has to do with your right foot more then anything i think.
My wife cruises 130kph and our Fit takes 10L per 100km. I cruise 105 and get 6.6L per 100km. I would cruise 98 and probably get 5.7L per hundred Km but my wife would explode and I would need a new wife. City mileage is really quite acceptable (half that of my 6cyl minivan). Don't be too slow in the city and generate road rage.
I'm in NYC. Drive as same as you. I got the same #mpg, ~26mpg. Never got above 28mpg. I love my matrix over the Fit. My 03 matrix XRS AT got better mpg and much more power. 29-30mpg.
I generally drive over the speed limit, but in the mornings and in the afternoon on the way back to school, I drive incredibly slow (traffic). Tires are inflated. I can check for the shift, not sure, I don't ever use the pedal shifters and rarely use the Sports gear.
When you drive in traffic with lots of stop and go mileage will be seriously degraded. The harder acceleration between stops hurts more. And you might try using the paddles; i get better mpg using paddles than auto. i shift at lower rpm's than auto but not below 1500. And many times the paddles in s[port mode delay downshifts to lower gears and higher rpm.
Look of it this way you could be driving a Hummer and getting 3 mpg as one or cohorts managed in a non-freeway trip across Raleigh and back, a total of 7o some miles. But he wanted to see just hoe bad it could be.
I get 30-31 mpg driving 100% in the city. I have a MT base, and i always shift from 2.5k-3.2k rpm(but including the occasionally spirited driving). Its probably due to the AT tranny driving in the city.

I have driven a manual 08 for a week and compared to my auto I get about 3 mpg less with the Auto than the manual. my driving is about 40% city and 60% rural but not interstates.

oh yeah, i also read somewhere how idling(warming up the car) takes a hit on your mpg also. You really don't HAVE to idle the car until the little temperature icon goes away. Now I only idle for a minute at the most, and just take it easy on the throttle until the light goes away.
I like to accelerate hard too from stops in my auto and shift up and down with the paddles. Keep the car in automatic and not in S. Auto shifts at lower RPM's and the comp takes in fuel economy more than us humans do.... however it is not as fun. You can override auto with the paddles if you need to keep the RPM high around a corner. But if you want to get that high MPG keep your auto out of S!

on the issue with the Equalizer push up and down on the buttons around the volume knob and it will change the Equalizer

I test drove a Fit Sport with a manual the other day. The drive was probably about 10 miles long or so. I drive pretty casually so I get decent mileage whatever I drive.
But I was impressed. I reset the mileage trip meter and started driving like normal. About half freeway, half roadway. Kept it at 60 on the highway. Shifted early on the road...say at around 2.5K or so.
Got a very very impressive 49.2 MPG. I was truly impressed.
I'd buy one right now if it weren't for one thing...I really do want a hybrid. Or at least a car that has a start/stop system. It bugs the piss out of me that I have to sit idle at a stop light these days...totally unnecessary.
One thing I noticed about the Fit that was a little annoying was that it revs rather high at freeway speeds...it could have done with a 6 speed tranny or a taller 5th gear. No reason why not.
Also, given such a frugal engine that scores well in GHG scores (an 8 out of 10), it's average in SMOG emissions scores (5/10). To me that's a letdown given that VW's 2L turbo with 80 more HO has 0.09 levels of emission for 2009 (which suggests a 0.37 average for SMOG emissions). The Fit comes in at 0.39. Not sure why but I think they could have cleaned it up a bit more.
Other than that, it's a nice car.

I average 23-24 mpg constantly. Let me give you an idea of my driving:
Nearly all city
Automatic GD (USDM)
No abnormal weight (Usually just two people and some stuff)
I don't exactly drive the Fit nicely, but don't run the hell out of it
~5,900 miles on it
I fill my tank up every Wednesday from the same station (Valero)
I live in Texas (totally flat)
What could be wrong? I'm sure I've seen people who drive all city average more than 24 mpg. What am I doing wrong, if I am doing anything wrong?
as others say, your driving style has a lot to do with it.
One thing you can try is changing your gasoline station. Valero sounds like a convenience store gas and they're not known for having the best gas, energy-wise. (number of Btu's obtained from burning, which of course relates to your mpg). Try a major brand that has a lot of customers for a few weeks and see what happens.
