You don't need to get Wurth paint. He got that brand simply because it matched the colour of his wheels. You can use any car paint that matches the colour of your wheels but make sure you get a good primer otherwise all your hard work will be lost.
Lacquer or Clearcoat is the final transparent colourless coat you apply to give the paint a deep shine which is common with most cars these days. It also protects the paint from scratches and grime etc. Without it the paint would look matt.
Looking at your photos it doesn't look as if there is a clear coat on your wheels as it does look quite matt. I think there is only a basecoat (colour coat) applied.
If I were to repair this wheel I would paint the whole wheel rather than a small spot so that it is seamless, you may want to remove the inner section of the wheel first.
The key thing with these repairs is preparation. The more effort you spend preparing the wheel for paint the less work you have later on. Also don't rush the job when painting, you want to spray light even coats leaving time between coats for it to dry.
