Stock Air Filter

Looked in the manual and it seems there is no mention of the air filter. The air filter is white on one side, blue on the other. The blue side seems oiled. Anyone know of any recommended changing or re-oiling of the filter?

Also, when installed the white side faces up right? Can someone just confirm this for me as it doesn't seem to fit any other way, but I made myself paranoid by not being 100% sure about which way it goes.

I searched a bit but cannot find any information that says yay or nay about re-oiling the stock filter. My guess is that it's not advised.
