I believe all HID kits now-a-days are plug and play. As for local retro-fitters, I don't know of any.

most plug and play kits are very simple, take the harness from the car and attach it to the ballest, then there should be 2 cords coming out of the ballast that attach to the hid bulb, then plug the bulb into the head light

you mean the ballast right? You dun need to take off the bumper to install HID, just jack up your car and take the wheel out, use jack stand for safety

Pay the money, get a professional to install them. Whats it going to cost? 50 to 100 bucks? Could be done already.
