AC System Troubleshooting - What am I missing?

Hey everyone, I have a 2017 Honda Fit, and I can't seem to figure out why the AC compressor clutch is not engaging when I turn on the AC. I checked everything I could think of. What could I be missing?

Here's an overview of recent repairs:
  • I found that the AC compressor had a seized clutch.
  • Had a tech de-pressurize the system, then I replaced the compressor, expansion valve, and suction hose. The compressor I purchased was pre-filled with oil.
  • After that, I had the tech re-fill the system with refrigerant. The AC clutch was not engaging, and I declined the shop's offer to do diagnostic work.

Here are the diagnostic steps I took:
  • With the car running, I tried to turn on the AC. Temp was set to cold, fan to max, and re-circulation was on. The green light in the AC button turned on, but the AC clutch did not engage.
  • Un-plugged the AC compressor, tested the lead on the connector. There is no 12V supply going to the compressor when the AC is switched on. (I used a multimeter, with the ground connected to the negative battery terminal)
  • Connected the positive battery terminal directly to the positive contact on the compressor. The clutch engaged. With the engine running, the AC blew cold air. So, I assume the problem is with the control circuit, not the AC system itself.
  • Disconnected the pressure sensor-switch and jumpered all three contacts together. The clutch still did not engage when I tried turning on the AC with the car running.
  • Checked fuse 24 in fuse box A (labeled AC). Multimeter confirmed that the fuse is good.
  • Checked fuse 14 in fuse box B (labeled A/C Blower SW). Multimeter confirmed that the fuse is good.
  • Checked the AC compressor clutch relay in Relay Box A. Multimeter and 12V power supply confirmed that the relay functions correctly.
  • Checked the AC condenser fan relay. Multimeter and 12V power supply confirmed that the relay functions correctly.
  • Disconnected/reconnected the battery. This didn't fix the issue.
I checked everything I could think of here, but I assume I must be missing something. Does anyone have any advice?

Similar issue

Did you figure out what was wrong line turns on for a few mins then shuts off fans turn off as well
