As far as a front license plate bracket - please don't tell me they're trying to sell you one!
In my state, front license plates are required, so selling a car without one might be breaking the law here, not sure.

tell them that you won't pay neither AND that u want that floors mats for free (i am not joking, i am series).
if the dealer really wants the car out, they will give it to ya.
EVERYTHING is negotiable. dun listen to them every time they say "i can't / non-negotiable / by the law.."
always be prepared to walk out (or pretend to walk out).
generally, i find that negotiating new vehicle is harder then used vehicle. but i am pretty sure getting at least on floor mat for free is possible. (and depending on ur state, NOT PAYING DEALER FEE)
I would not have accepted the car at that point.
Also, never, ever let a dealership "detail" your car.
These are detailing experts, they are 19 year old kids given rotaries that will leave your paint worse than they found it and beat on the car in the process of moving it the 500' to the 'detailing' area.

I wonder if somewhere in your purchase contract, there is mention of you taking delivery of a new vehicle. A vehicle scratched by careless employees is not a new vehicle.
Laws vary, but there might be a 3-day clause in your contract where you can back out and not lose a deposit. That's where I'd be focusing my energies now. Forget about Honda corporate, forget about the dealership, and get yourself a vehicle that isn't scratched from the get-go.

Aside from going to corporate, document the delivery in a formal letter to the dealership's GM (cc to Honda USA Customer Service, your local BetterBusinessBureau and one of your local TV/NEWSPAPER OUTLETS). State clearly the detaled sequence of events resulting in a brand new car delivered in unacceptable condition. Insist that you need to have the issue professionally repaired and allow them a time frame to respond.
The GM may realize your seriousness and take the immediate steps to resolve your concern.

Get an estimate from another body shop, bring it to the dealer and ask them to pay. They damaged it and admitted to it. I dont think taking delivery means you cant get them to pay up. If they refuse post tue dealer name here, post in social media about your bad experience and show them.
