Try blowing up the photo and look at the license plate and words on the buildings- that would give you the country.
I suspect it is in Japan or out east.
Could be custom or maybe part of an entire aero package.
You can use it as a model to make your own.

I have a coy notion, that does me wrong. You can probably search under JDM for example. I have never seen that in the USA.
