how to remove city sticker without destroying

Removing city sticker is no sweat but removing city sticker (IL to be specific) without destroying it into a million pieces??? How do you do it?

I need to relocate city sticker but city stickers in IL is just too fragile to remove :(

Cover the back side w/ clear packing tape and use a angled scraper w/ a new blade. GL
