Best place to buy Turbo?

Thinking about building my own turbo setup. I was thinking of going with the T25 turbo. Does anyone have any advice as to where the best place to buy one is? Is ebay unsafe? Is used unsafe? I've heard bad stories about 'refurbished' turbos that die, and I don't have any room for error (financially). So let me know if you can share your 2 cents! Thanks guys

Hahahaha that might make it into the engine bay with little to no modification. But really, any idea? I keep seeing some turbos cheap. Like a garrett turbo t25 for like 200 bucks used on CL
