Meguiar's "PlastX" Clear Plastic Cleaner.
 
Been cleaning my headlight lenses after every oil change. To keep my headlight lenses from clouding up. Just put on and wipe off. No sanding or elaborate steps to use this product.

If your lenses are already cloudy it does clean up your lens to a point. It doesn't clear up your lenses totally. Worth buying. I got mine from Autozone.

Any reason you don't just put new clear coat on them and be done?
