I just noticed this 2 inch round "punch-out" on my front bumper......what's the story ????

That's where the tow hook goes.

And the actually hooks to screw in should be in your tool bag in the spare tire area.

as stated already, that is the tiedown eyelet. when the car was shipped from japan, the tiedown hook was installed there to hold the car down on the ship... at least that is the case with the toyotas i deal with:)
