Unhappy scanner wont connect to ecu after rainy day and key started flashing too

hi, im having a issue getting my scanner to read my ecu, checked every fuse and relay and they look fine, also my key started flashing on my dash, it cranks but no start. took out my ecu to see if is damaged and also found nothing burnt or disscoloration, hope anyone had this kind of issue and was able to repaired

So did it start before you hooked up the scanner?
If so what was the scanner brand and where did you get it from?

everything happened after a storm water got somehow inside the fuse box under the hood while driving and my key started fashing green after trying to start, i got an innova 3150 and it didnt connect, tried an elm 327 and nothing neither, checked every fuse under hood and dash, took my ecu apart and everything inside looks new

Probe tabs on the following fuses with 3.4 watt 12 volt test light
Fuse 8 (underhood box) hot at all times
and fuse 11 (fuel pump, 15A) in under dash box (ignition ON)

i will check them after work since i got the ecu with me. thanks and i will update you if those 2 fuses aren't hot

as far as can tell, nothing looks burnt or discolored

checked those 2 and they are working, both throw 12.4 volts each

What else , in addition to immobilizer and scanner, does not work? Is check engine light on with ignition ON, (with engine off) ?

yes, CEL is on and immobilizer light blinking, do you think it might be a bad ground (G101) going to the ecm? i did a jumper with a 15a fuse to check the fuel pump relay and i can hear it prime, but still no start just crank.

how to tell if an ecu got damage?


as my pics showing above, i don't see being damage or shorted?


can a Honda HDS connect to the immobilizer system even when it is not receiving data from the ecu?
