Door between kitchen and hallway

Hey all i used to have access from the basement through the kitchen upstairs since I don't have finish kitchen. recently, my landlord put a lock between the hallway and the kitchen. is this legal?

Is this some kind of code for something I don't know about? My GD doesn't have a basement or a kitchen, but I'd like to think of the back seat as a hallway.
