Look at the instructions. It's a 1 piece folding shelf system. It folds up when not in use.

No, it is not. The accessory has parts that will replace it.

I think everyone knows those plastic covers give access to, and cover the rear upper shock mounts. Additionally, according to the 2013 Fit owner's manual page 117, they are described as side cargo hooks. The manual goes on to say don't hang a large object or an object that weighs more than 2.2 lbs (1 kg) on the side cargo hooks or they may be damaged.
