Rear diffuser-like part?

Hey guys just curious what this part under the rear bumper is? I like how it still keeps the lines underneath the bumper. Not sure if its CF or plastic. Tried contacting the owner but got no response.

its is just a black oem diffuser instead of the color matched one.

Actually the OEM diffuser is underneath the car and cant be seen. That black piece you see is actually part of the bumper itself. It looks like he put some sort of cap over the bottom half of the bumper.

I hope a company decides to make a "cap" for the rear bumper. The JDM bumper has it and I think it looks good. Im worried that painting it will look good at first, but over time it will start to chip and flake.
