How to change the bulbs on the fog light?
is it better to tint it? is it gonna melt?

 

it's simple to change, there's a screw in front that holds it in. take it out, and the fog lamp basically pops out. then unplug it from the wiring from the car.

the bulb itself is an H11 type bulb, twist it about 90 degrees and you should be able to pull it out of the housing.

 

Goober pretty much explained how to change the fog bulbs. As for "tinting" i think you mean putting a protective layer over the fogs. Look into Xpel and Lamin X. They come in clear sheets or yellow sheets that you'll have to cut and stick on. Also, they will not melt as long as you have oem bulbs/hids. PIAA bulbs will I believe.
