my guess is, some kind of expansion chamber. to somehow, induce swirl/magically create extra flow?

It adds at least 5hp made my car a bit louder than before, it’s called power chamber type 2 and this cost me about 360 bucks including shipping it’s from Japan

Swirl wouldn't be a good thing for flow through the pipe, turbulence means less airflow, not more. The only time I can think of where you want turbulent flow into an engine, was before direct injection to promote fuel/air mixing on the way into the cylinder.

Looks similar to a USDM intake to me? What's different?
