Valve adjustment Feeler won't fit

I go to the #4 cylinder set of valves and on the exhaust side the feeler gauge won't fit under even after I backed off the adjustment screw. Both exhaust valves are stuck (not really the valve)
Does this mean it's stuck? Should I gently use a pry bar to lift it up ever so gently? Any ideas?
Any help is appreciated.

I sometimes have to remind myself to check the obvious things again. Is the crankshaft in the correct position for adjusting those valves (and on the correct alternate rotation)?
