I trying to figure out what this is for.
Is something missing???
Is it something someone added on???
It's a flap that has snaps on the bottom.

Previous owner never installed them. Here's part numbers:

 

Just removed it.
It didn't look like covered much anyway.

 

That's the point of the flap you were asking about. The rear seat back is adjustable, so you need a flexible flap to close that gap and provide coverage, and you need a way to attach that flap to the back of the seat. In this case, apparently you use snaps. In other hatchback cars like my old Yaris they used velcro.
