Rubber hose sitting open between air filter and battery

Rubber hose sitting open between air filter and battery
I was checking my air filter today and noticed a small diameter rubber hose just sitting there open between the battery and filter. It is in a clip and doesn't look like it came off of something or broke it just seems weird. Any idea what it is?
