Charcoal canister??
It's part of the evaporative emissions system. Vapors from the fuel system are stored there, until they can be purged and burned when your engine is running at a hot enough temperature. If the system can't completely purge itself, then (of course) it can't store as much, as if it were empty. Some higher end systems contain heaters, which speed the release of the vapors during the purge phase.
If you overfill your tank, you risk pushing fuel down the vapor tube, and into this canister, eventually rendering the activated charcoal useless.
