oh, that's the eyelet cover for the tow hook. look at the new toyota cars. they all have them too. they are installed when in transit across the pacific ocean. get removed at the predelivery facility or dealer, and get placed in the toolbag.

 

So if the tow hook goes there then what goes behind the hole that makes the tow hook go there.

 

yea I just saw the post above mine, I have never opened it up but I know its the toe hook
