i dunno. i buy a performance car, im not looking for bling, but that's just me.
20s do nothing for performance. common thought on the m3 forum is that the e46 performs better with 18s, though it can be had with factory 19s.
not that it matters much for what i do with it...haha

i dont beleive that it always the case.
think of the figure skater doing a twirl. when the arms are closer, s/he spins faster. Farther away, slower. I would think there would be more inertia the futher you move the weight away from the center of the hub.
Now, you do get a smaller sidewall and less flex, so that is a positive.
That's my semi-educated guess. I've never gone to the track, but I think about these sorts of things when the power goes out... :)
