Once you can get the bolt in straight through go ahead and do so leaving it loose.

Use the jack and allow the bar to hang. Use a flashlight to look into the bolt hole. Your going to move the bar around till the bolt has a clear path.

This was the best I was able to get on the opposite side. I tried all kinds of things to get it to line up but without constant pressure it was wasn't happening

Just wrapped it around the torsion bar.

Here you can see I pulled it just enough to get a clear shot for the bolt to go right into the threads.
