Help you to identify the wires under the hood (engine cover)

Welcome!
Sorry for the mistakes in the text, do not speak English, I translate an automatic translator.

Jazz 2007
The car was bought new in Russia in the official store. Wire has always been.
Connector wires closed rubber protection.
Connector 2-x pin, a contact is free.
Occasion in gofrrirovannoy tube connector attached to the protection of black electrical tape to another of the same corrugated pipe, laid in parallel.
The photograph with the protection of connector is removed, the right is visible black adhesive tape.

Tension on the wire:
1. with the engine off and disabled consumers of energy: 0.1-0.2 V.
2. when the ignition: 12.4 V. The line voltage at the same time: 14.5 V.
3. with the engine running: 6.4 V.

What is this wire? What is the purpose of the wires and connectors?
What is thought?

Post a higher resolution picture and someone will be more likely to be able to identify this mystery wire.

Corrected photo.
There is speculation that this is an additional diagnostic connector.
Add: Location steering-left.
On cars with right-hand-steering that wire with the connector located on the right in the direction of motion.
I have a CVT.
I want to install cruise control to the management of the factory buttons on the steering wheel.
I understand that it will have to change the pads on the steering wheel, and install additional electronic components.
Here I think, is it possible to do this?

That doesn't look like a diagnostic connector, at least not one that we use in the U.S. Is there a rubber cap that covers up the connector?

Yes, the rubber cap is.
It is visible on the second photo on the left of the connector.
On cars Fit, sold in the US there is this wire?
He also closed with a rubber shutter?

Need help.
Looking for photos of the engine Honda Fit Sport 2007 or 2008.
What concerns throttle valve.
And what concerns cruise control.
Or a link to the photo.

This connector plugs into the control tachometer.
