Fuse panel issue

Hey guys new here. Bought a 09 Honda foot for the GF and having a fuse panel issue inside the cabin under the driver side. Tried replacing it with another panel with identical part number but the immobilizer is kicking in so not sure what’s going on. Anyone have this happen to you? I didn’t think the fuse panel had to match the key, I knew the ecu and key had to match but fuse panel...

I'm sure from memory that these have something in them that ties then to the ignition / security module... Can you use parts from this one to fix your original one?
