If you've got a problem with your AC system and don't have any refrigerant yet have the AC button turned on the radiator fans will cycle on and stay on until the compressor reaches a certain pressure. Only because you don't have any refrigerant the fans never get commanded back off.

I added some refrigerant last summer. Here in Canada, we don't need AC at this time of year. I am not sure there is sufficient refrigerant at this time because I don't use the AC. Is it possible that the fans near the radiator stays ON if the AC is OFF with a low refrigerant in the system ?

Thanks a lot for the reply. I have the car for many years 2011 and I didn't noticed that these 2 fans on the radiator are ON when the defrost fan is used. Here in Canada we use the defrost from November to March. Is it possible to change the computer program to disable the operation of these fans if the AC is not used ?

You'll have to not use the AC, and not use the settings that direct the air on the windshield. For that last part, it is impossible to prevent the AC from turning on, unless you modify the selector knob (there is an integrated switch that turns on the AC on these settings).

Long before I knew that cars run the compressor when on defrost regardless of temperature setting, I burnt up an A/C compressor. That was in the early '90's. After I destroyed the compressor, I unplugged the connector that runs to the compressor so that I could run defrost, but not have it try to turn the compressor.
I suggest that you either make sure there is sufficient refrigerant, or unplug the compressor. They can be damaged if run low.
Before you think it's silly to be running the compressor while blowing hot air, there's a very good reason. It is acting as a dehumidifier. You want dry hot air for defrost, not wet hot air.
Is there a reason you can't put it on defrost to clear the windshield and then switch it to vent or floor? That should fix your fan issue.
