Hi. I have a 2008 automatic. I'm just curious if it's normal that when it hit the throttle quickly at idle if when you let off the throttle the revs jump a little then go back to normal? If I quickly hit the throttle the revs go up then when I release it the revs will go up and little then hold for a second before dropping back to normal.

This is common on many vehicles regardless of whether automatic or manual transmission, being worse on some models than others and is especially frustrating on manuals. It has something to do with minimizing tailpipe emissions.
And for some reason rev hang is more common in Japanese cars. But not in every brand or model. I've first got annoyed about it in early 90's Mazda 626 Coupé. And it still annoys me in my 2019 GK Jazz (=Fit).
I'm not sure. I'm just trying to figure out if it was always there or not. I keep thinking that if it's normal I would of noticed before.
Yes, there's definitely rev hang on my 2019 GK5. The clutch delay valve adds to the annoyance in shifting from lower gear 1 to 2 and to 3. Replacing clutch master to 2001 civic will cure half the issue and makes shifting seamless.

I've done the "clutch delay valve delete" from thread titled as such. using a Civic CMC 46920-S5A-G07 from ebay (that info is buried in the comments on that write-up). it's a legit direct swap and has no delay valve. Not sure if there's reasons for the delay valve, or if removal was a factor in my clutch springs compressing prematurely (rough engagements at times).
I don't personally regret it at all, and would do it again. Was my first manual, and I couldn't get used to it til the swap and dropping the pedal height to the floor.
will need high temp urea grease for the shift linkage. bought that from honda.

I once specifically asked that question in this forum and was told that a throttle controller cannot remove the (annoying) rev hang, because it is not part of the throttle communication but coded in the engine management. If you have solid information that it is otherwise, I'd be very keen to get such throttle controller.

Slight mods to the firewall involves drilling to make the CMC fit.Everything else is plug and play.

The cmc swap requires absolutely no mods to the firewall to fit on the GE8. This was figured out in the Clutch Delay Valve Delete thread further down in subsequent posts.
Here's a copy of post #68 by glockprime: "Here's a picture of the Civic CMC 46920-S5A-G07. Note that it's at G07 now. Looks like a drop-in replacement to me, even the pin. Will find out later. Btw, 10mm flare nut wrench is what you want."
The above CMC must've been the one I used. I'll snap a picture when I next take the cowls off. I'll edit my above post to show this P/N instead of saying 01-05 civic cmc. If there was any bending or forcing of anything it must've been so negligible that I've got zero memory of it. I remember specifically that I was uncomfortable with the idea of doing a swap that wasn't 100% reversible.

Ooops. I mean on the later models. The GK5 fit the hole has to be drilled 1/2 inch in diameter.
