Does anybody know more about this device?

Whilst insulating the tailgate yesterday, I found this

bolted in. Apparently doing nothing, with nothing else connected.

Judging by the brown washer under each bolt hole, the case was possibly insulated from the metal it was bolted into. The piece between the metal bracket, looks like a rubber/metal compound I've seen before, elsewhere. Because for it's weight & size, it is heavier than if the rubber is merely rubber.

 

Description in the parts catalog is "TAILGATE DYNAMIC DAMPER" 74899-TF2-003

THANKS, this thought did occur to me. Shortly before wondering why there are not two? To give balance to the vibes, when this one was mounted well away from the center of the hatch
