Wheel well rubber

I am still new to vehicles in general and was wondering if there is rubber on the Honda Fit Sport's wheel well. I keep looking at it and think it's dried mud but I can't clean it off with water (there is some dirt on it) and it reaches pretty far up. Is that rubber I'm trying to clean and what purpose does it serve? Should I leave it alone?

I think you are talking about the build-up of brake dust, road dirt and salt that the car wash doesn't get. If i'm correct you should be able to wipe it off with your finger.

The lumps in the picture, there is some dirt on it but feels rubbery when I press on it.

Might be aftermarket undercoating.

Another +1 on using bug and tar remover. Let it sit for a few minutes then wipe it off or use a brush.

It looks factory colored. Are you trying to get it back to true blue? If so, why? It'll just get dirty 5-10 miles later.
