change tires, rotate early, or leave em be?

I have the same tires. Somebody wasn't paying attention. Yes, I'd have them flipped over - inside, inside and outside, outside.

Santiad not familiar w/ falkens, however, if it says inside/outside that's what t means for proper installation.
