update 10/20/14 : took my car to dealer ship where i bought my car from. The service techs took a look at it and compared to other new fits on the lot and determined it's not normal.
however they are unable to figure out what's wrong with the flap to fix the problem.
The problem has been submitted to HONDA USA and waiting for their response on the issue and providing fix for it.
i'm kinda piss since i only had the car for less than 30 days and already quality issues appearing @@.
even thou i would never need to use my keys on new cars these days. it's just annoying this type of little stuff would happen on brand new car.
maybe honda corporate usa social media guy can weight in on the problem.

Those little flaps usually fail to close either because the spring breaks or because some debris gets in the way.
Does it move smartly to the "ajar"position when you push it in and release it? If so, it is debris. and it might be able to be cleaned with lock cleaner spray
If it doesn't seem to have any tension on it at the "ajar" position the spring is broken and the solution is replacement.

Key will actually go in all the way smoothly. Its just when you pull key out thr flag is not releasing to fully close /covered position. I tried using compressed air to see if would clean out any debree it was no good. Maybe the spring is bad. Hopefully Honda will fix this problem

so i got response back from Honda America. Their response was the issue is not serious enough to warrant repair or replacement. they didn't want to risk damaging other area of the car ie door cards or door to replace the keyhole.
Great job honda.. way to stand behind your product and quality.

The flap is part of the lock mechanism, designed to keep debris out of the lock. If it wasn't needed, the engineers wouldn't have included it.
Honda should realize that this is being read by people who are making decisions about whether or not to buy a Honda. It's one thing to have a "social media representative" to come along with the obligatory "I'm sorry you've had a problem..." but talk is cheap unless the problem is addressed. That mealy-mouthed excuse about possibly damaging the door takes the cake. What happened to those "professional technicians" they crow about in their ads? Shouldn't they be able to replace a lock without damaging a door?
