??? Wow ... When I used to run my S-Tech`s on my GD1 .. I barely rubbed... and after I bent the front finder liner plastic tabs I never rubbed again and this was with a 17x7 with a 38mm offset...!?.. ... with 205/40/17 for tires ...
But I would think at with a front wheel with a 50mm offset ( 12mm more clearance that what I had ) you wouldn`t have any issues.??
As of now what is your fender height per side front and rear..?? may be your car might be sitting lower... and if you have pic`s .. post them up .. so I can help you

Are the front spring rates the same? I know on a couple civics I had the higher spring rate had to go on a certain side. Also the overall diameter of a 195/55R15 tire is 23.4 inches and a 205/40R17 is 23.5, according to a plus size guide I have. How is the dia an inch bigger?

Why on earth would you get new rims because of rubbing? Why?
Fix the problem. Roll the fenders. If you cant do it take it somewhere. Dont get new rims.

Id like to see pics.

Yes I had small rubbing on the rear bumper mount but I was able to grind off 5mm from it and the rubbing was gone....
