Surface rust or spray paint job?

hi, I'm new to the forum and test drove this 2012 blue honda fit today. I took a picture of this seemingly rust on the surface where the hinge is for the boot/trunk. The husband is wondering if this is surface rust due to water or the car had been spray painted 🤔 would appreciate your opinions. Thank you

Did you try touching it? It might be just dirt that dried there. Seems more likely than the other options.

Wet sanding it with some gentle paper could remove it if its infused dirt/ surface rust

Surface rust. All Fit's are light on the paint in those hatch jam areas. Our Fit is the same way.
