Looks like paint chips to me. Yes, if you don't touch up paint chips they will rust. This applies to almost every car (except Corvettes, Fieros and DeLoreans).

Take a sandpaper and sand that rust, then usecar bondo on it and paint it. Better fix it before it get worse.

I have a similar chip in my door. The gate was closed by a strong wind and make a dent that went down to the metal.

I have no touch it up yet but looking at this pic I should hurry up.

Any suggestions on how to paint touch a small crack?

1 You can buy a tiny paint tube that'll have a tiny brush in it. Amazon for Honda+TouchupPaint+Color. For a common make and model, very easy to get the OEM color. There's benefits to having a high-production car! It's not like you are trying to paint match a 1996 del Sol or something

2 If antsy and can't paint it now, in a pinch some Chap-Stik lip balm will seal air and water out of the area. Useful if you don't want to be outside painting in the middle of winter (although not, perhaps, in Mexico!)

I know it's small but you still need to sand that rust or it will eat your car even with touchup.
