Need help, "road noise" at 20mph

2007 Honda Fit Sport, Manual Transmission, 81K miles

Hoping someone can help here. My wife's Fit is making what can best be described as road noise between ~17 and 20mph. There is what sounds like a bad wheel bearing at higher speeds but hard to tell.

Kind of hard to describe but it mix a bad tire and grinding brakes and that is the sound you get. She said it started a few months ago and thought it was the brakes but she said it was going away; I figured the break squealer was wearing down. I did not hear it before I test drove it yesterday but after a brake job and a tire rotation it is back and louder than ever.

It isn't the brakes, I have already ruled that out. Doesn't matter if you are decelerating or accelerating, on the brakes or coasting, turning hard or going straight. Could be the tires but it doesn't make sense that it is so pronounced in that speed range. With the windows down and driving next to a wall I can't hear any noise reflection and I can't hear it when my wife drives it past me. Only inside the car. No strange vibrations either.

It has all the symptoms of a bad wheel bearing. Everything feels tight but that is my best guess right now. Any other ideas before I start tearing into this thing?
