do i need to replace ac compressor if its started making a noise

09 fit sport w 113k on it. ac went out a year ago, tried to recharge it but it didn’t work, assumed compressor was broken but don’t care, dont really need ac. few months ago? weird noise started. took to fancy mechanic who said it was water pump and would fix for 11000, i found local guy to do it for 350 but on inspection he said it was not water pump its that my ac systems tensioner is not engaging and that it may snap and damage my engine. he said he had to put a new compressor before a new belt even though i dont care about cold air and am just trying to get out cheap and safely as possible. he said he cant do new belt until compressor is fixed and functioning properly, i know some people have ac deleted and put on shorter pulley themself but im not quite that handy and i dont think a shop would be willing to. do i just have to get the new compressor? is the belt snapping really that common? is the noise an indication its breaking worse? please help a gal out.
