2007 Low beams not working, high beams work

2007 Low beams not working, high beams work

Need some tips for further search for the fault.
Low beam dont work, but high beams works ok. Thinking this was a easy fix with two brand new light bulbs (not the cheap one either). But nope, still no low beam (high beam works on new bulbs too). Also had one old bulb laying from last time but that also had only high beam. But the old bulb have been in the car for almost a year, so not very reliable.
Tested taking out one fuse at the time and swapped them around, the fuses looks ok and removing one fuse only disabled lights on one side. Tested swapping out the light relay with another relay that are identical (something with heating). Still no low beam but high beam ok.
I dont have a multimeter for checking voltage at home, but will do that tomorrow at work where I have a multimeter.

Should I check voltage at the fuse or at the relay? Which comes first in the circuit?

With the multimeter I can also use resistance to check the bulbs.

Other things to check? Any suggestions are appreciated!

This is an old car, so could be something electrical is wrong. For a long time I have had a "power leak" somewhere in the car as the battery gets flat if the car have been sitting still for a few weeks. I dont drive far to-from work, maybe just 20 minutes each direction, so I suspect the battery is not charged fully each time to be able to hold up with the leak. Have for a few month ago put in a new battery too. But I know from previous years that specially in the cold winter the battery could not hold the charge for a long time (I live in the arctic where it can get down to -10 degree Celcius in the winter). I could hold up the charge if I once each week drive for an hour. But I guess this problem is down to poorly designed alternator/charging/small battery?
