I'm at work so cannot check the manual (the huge one), but it looks like it your connection for airbag and horn. If youve got a diagnostic tool you could pop the car in neutral remove the clip and fire up the engine and see if any code get thrown out. Such as:

1. Airbag
2. Horn
3. You crazy fool don't drive with out a steering wheel

Most connections like that have a clip, a section that lifts/pops out, or just pulls out. I do NOT reccomend forcing it, just see how it might be attached. Is this what you are trying to figure out? Not enough coffee yet this morning?

Do you have the service manual?

i have a jdm wiper switch unit, looks the same as what you're dealing with, might have slight differences, but just to give you an idea of what your'e working with

it seems you got the bottom part off, and the top part somehow should slide towards the back, since you can see grooves in the plastic
