How to remove the welded nut?

Guys, i really need some help on this. I was installing a new muffler, so i took the OEM muffler off and ready to put the new one on. But when i was screwing the spring bolts between the b-pipe and the muffler, one was screwed in perfectly, but the other one just doesn't screw in. So i check what is going on, then i realize that the thread of one of the welded nut on the b-pipe was damaged. So i guess i need to somehow remove that welded nut and replace it with a new one? Please lead me through this, thanks.

Dremel tool with a cutting wheel will do it.

Try to repair the thread with a die first; then if the nut does not screw on, cut it with a dremel tool like Fitting suggested.

These are taps, they will cut new threads. You can use the right size tap to clean out
your stripped threads, if its really bad, then you go one size larger, and get a new bolt.

Just to clarify this discussion, those are taps. As described, they will cut clean threads in the nut. Use a light oil and slowly run them through the buggered nut.

A die cuts threads on a piece of smooth stock. Dies look like this:
