Tip-in hesitation as read by scanner

My 2007 Fit has slight acceleration delay when flooring the gas after driving 5 mph (recovery after turn). since day one of ownership.
This issue is widely discussed on this forum and is considered "normal" by service "specialists" at dealerships.
So I hooked up my scanner and looked on throttle opening data when slowly pressing on gas pedal
It started at 18%, went down to 15% jumped to 21% and then increased proportionally to gas pedal position.
