You're going to have to get behind the bumper cover to access the bulb. You may be able to undo some paneling underneath and reach inside without removing the bumper cover. I was able to replace the foggies on my '05 civic si by undoing fasteners on the underside of my front end and reaching my arm all the way inside. The correct way to do it is remove the bumper cover, unplug the bulbs, and remove the bulb from the fog light housing assembly. Also make sure you try unplugging and re-plugging the bulb to see if it was a bad connection before replacing the bulb and wasting money. Use dielectric grease on the bulb connection to prevent corrosion. Also DO NOT touch the glass area of the bulb or get any grease or oil on it. If you do you must clean it off before providing power to the bulb. The bulb gets very hot, if there is oil or residue on the bulb then that area of the glass will dissipate heat differently and lead to the bulb possibly cracking.

There is a screw holding a little trapdoor that gives you access to the fog lights so you can replace the bulb. Might be easier to have it lifted up a bit. I usually drive over the transition to my garage and that's enough clearance.
