problem loosening the 17mm bolt that holds the shock/strut on the strut tower

problem loosening the 17mm bolt that holds the shock/strut on the strut tower

I can't seem to get the top 17mm bolt on the strut tower off. it will move a little but that is it. can anyone help me ?

hex key on top to hold the struts and use a box end wrench to loosen the nut

thanks i figured it out now I'm lowered on some t1r springs
