Damper kit vs. shocks

Hey guys i was looking at a site for coil overs and i saw this
spoon damper kit
Spoon Sports Damper kit (Fix Type) 06 Honda Fit GD1/GD3/GD3MT Early Model
its liek 500+ bucks but its cheaper than the tokico HP's that are out right now for $1000
whats the difference?

It's cheaper because it doesn't come with any spring's.
