voltage stabilizer

I found on ebay a Voltage stabilizer.what is his job?
Has anyone buy something like this?

I dont know if here is the right place for this post.

Well you can find one at AJ-racing.com and Illusive has one and could tell u more about em, but from what I understand is they help to stabilize any jumpy voltage out of your electronics to help provide and smoother acceleration and keep the electronics from interfering with your car's power
